Heat gently, stirring, until honey dissolves and mixture is steaming but not boiling.
4 Bloom gelatin: While mixture warms, sprinkle 2 tbsp gelatin over ¼ cup cold water in a small bowl. Let sit for 5 minutes until spongy.
5 Stir bloomed gelatin into the warm cream mixture until completely dissolved. Remove from heat and let cool to room temperature, about 30 minutes, stirring occasionally.
6 Pour into cups: Divide the mixture evenly among 12 small dessert cups or ramekins. Cover and refrigerate for at least 4 hours until fully set.
